Russian Foreign Minister Sergei Lavrov said on Aug. 14th, 2008 – “The territorial integrity of Georgia is limited de facto because of the war, and this matter can only be resolved by finding mutually acceptable paths…Georgia is de facto and not exercising power in any of these cases [in Abkhazia and South Ossetia]”[1]
