The United States and our Allies need to consider whether it is better for the security of the Alliance and the stability of the Balkans to have these countries in or to keep them out. We know from experience that countries who join NATO continue to address remaining reforms, and build security in their region and the world. An invitation for membership is not a finish line and these countries know that.”
